Motion by Jolene Bowman to go along with the Regular Land Meeting minutes of April 17, 2008, to accept the land relinquishment of Lai Lonnie Kosowski, which reads: a portion of land located in the SE1/4, NW1/4, NE1/4 of the SW1/4 of Section 10 T28N R13E, more particularly as follows: starting from the intersection of River Road and Murphy Road then south down the centerline of Murphy Road 416 ft. to POB continue south 244 ft, west 330 ft, north 244 ft, then east 330 ft, back to POB 1.84 acres more or less, in favor of the Stockbridge-Munsee Community for the purpose of home loan contingent upon Tribal Council approval of her land lease. Motion by Jolene Bowman to go along with the Regular Land Meeting minutes of April 17, 2008, for the approval of a 2008 seasonal ag permit to Larry Moede, which reads: a part of N1/4, NE1/4, SE1/4 Section 23 R14E approximately 22 acres. Seconded by Sterling Schreiber. Motion carried.

Motion by Shannon Holsey to adopt resolution 029-08, to approve entering into a Lease of Land as security for a home and granting a limited waiver of sovereign immunity for purposes of enforcement of the Lease. Now therefore be it resolved that the Tribal Council hereby authorizes the Tribal Council Vice President to execute the Lease of Land with Lai Lonnie Kosowski; and be it further resolved that the Stockbridge-Munsee Tribal Council hereby grants and approves a limited waiver of the Tribe’s sovereign immunity specifically for the enforcement of the terms of the Lease of land with Lai Lonnie J. Kosowski. This waiver of sovereign immunity is limited to the terms and conditions set forth below and shall be incorporated as written below into the Lease of Land.

CHANGES: Page 8, 21.15, changing December 15 to December 31^st, adding (E)　　 The taking of a wolf shall not be permitted unless the wolf poses an immediate threat to human safety and under (G) adding after tag, at the beginning of the Wisconsin 9-day gun deer season.

Motion by Jolene Bowman to adopt resolution number 030-08, now therefore be it resolved that that the Stockbridge-Munsee Tribal Council hereby repeals the existing Chapter 21 and adopts the recommended changes as a new Chapter 21, the Fish and Wildlife Ordinance. Seconded by Sterling Schreiber. Motion carried.

Motion by Jolene Bowman to adopt resolution number 031-08, now therefore be it resolved, that the Stockbridge-Munsee Tribal Council hereby repeals the existing Chapter 22 and adopts the recommended changes as a new Chapter 22, the Forestry Ordinance. Seconded by Sterling Schreiber.

Motion maker amends motion to include Changes: Section 22.8, Forestry Permits, (B) strike commercial and add after cutting of standing timber within 300 ft of river, add after river, without prior approval of Forestry Department. Second concurs. Motion carried.

Motion by Jolene Bowman to go along with the recommendation of the Little Star Convenience Store Manager to switch to 10% ethanol fuel mixture, based on the 98% interest in the survey that was done at the c-store and also to go along with the recommendation to increase the permanent part-time staff by two.

Informed the Council and Community of the many programs the College of Menominee Nation has available and the need for assistance in advertising these functions and opportunities to the community, as well as need for more contact with our Counselor’s at the school to help increase communication. Also wanted to know when and if there will be a meeting to provide tribal members with the actual financed amount and the amount of the payment and financing term.

Questions on the Mohican Boxing Club Request that was on the agenda for this evening.

No action taken at this time, the Council would like more information.

Motion by Jolene Bowman to adopt resolution number 033-08, therefore be it resolved that the Stockbridge-Munsee Tribal Council hereby authorizes and requests the Bureau of Indian Affairs to transfer monies from the Proceeds of Labor account to the Tribe. Seconded by Sterling Schreiber. Motion carried.

While in Executive Session discussion was held on a number of issues on land acquisitions, land issues, bid postings, legal issues and a home bid award.
