On Tuesday, June 3, 2008, the Stockbridge-Munsee Tribal Council held a Regular Tribal Council Meeting and at that time the following motions were made and carried:
APPROVAL OF AGENDA-

Add: to Executive Session: an Update on the ACE Property
Motion by Scott R. Vele to revise the Regular Tribal Council Meeting agenda of Tuesday, June 3, 2008, as presented. Seconded by Terrie K. Terrio.
Motion maker amends motion to include: Resolution 033-08 Amendment. Second concurs. Motion carried.
EXECUTIVE SESSION-
Motion by Scott R. Vele to go into Executive Session. Seconded by Sterling Schreiber. Motion carried at 5:01 PM.
Motion by Terrie K. Terrio to go back into Regular Session. Seconded by Sterling Schreiber. Motion carried at 5:04 PM.
While in Executive Session discussion was held on the Membership Minutes.
Motion by Terrie K. Terrio to go along with the recommendation of the Enrollment Committee, that was made on May 22, 2008, for approval to enroll Forest Vele, DOB June 21, 1980. Seconded by Sterling Schreiber.
Roll Call: Terrie yes, Jolene yes, Sterling yes, Shan yes and Scott abstains. Motion carried.
MEETING MINUTES-
Motion by Scott R. Vele to approve the Regular Tribal Council Meeting minutes of Tuesday, April 1, 2008, Friday, April 4th, 2008, Tuesday, April 15, 2008 and Tuesday, April 29th, 2008, as presented. Seconded by Shannon Holsey.
Change: Call to Order, Greg called the meeting to order. Motion carried.
TRIBAL FINANCIALS FOR MARCH/APRIL-Amanda Stevens
Motion by Scott R. Vele to post the Tribal Financials for March and April 2008, as prepared and presented by Amanda Stevens. Seconded by Shannon Holsey. Motion carried.
NATOW SPONSORSHIP REQEUST-Cassie Molkentin
Motion by Scott R. Vele to donate out of donations for the Native American Tourism of Wisconsin Program. Seconded by Jolene Bowman. Motion carried.
CHEMON FISHING DERBY REQUEST-
Motion by Scott R. Vele to authorize non-enrolled Tribal Elders to fish at the Many Trails Park on June 18th, between the hours of 9:00 AM and 2:00 PM for the Annual Chemon Fishing Derby. Seconded by Jolene Bowman. Motion carried.
NORTH STAR CASINO LIFT STATION BIDS-Randy Young
Motion by Scott R. Vele to approve the James Peterson Sons as recommended by Randy Young and Vierbicher for the North Star Lift Station Bid. Seconded by Terrie K. Terrio. Motion carried.
GM’S MONTHLY REPORT FOR APRIL-Michael Olujic
Motion by Scott R. Vele to approve the Mohican North Star Casino and Bingo April 2008 GM’s Monthly report supplied by Michael Olujic, General Manager. Seconded by Terrie K. Terrio. Motion carried.

VEHICLE & PAVILION BIDS-Jill Tiegs
Motion by Scott R. Vele to approve the Assets Department’s recommendation to accept the bid from Alfred Miller for the 2001 Dodge Club Cab and to rebid the 1994 Ford LTS 8000 Dump Truck. Seconded by Terrie K. Terrio. Motion carried.
Motion by Scott R. Vele to go along with the recommendation to accept the bid of Morrell Construction/Cleary from the Assets Department for the Willard Putnam Park Pavilion.
Seconded by Terrie K. Terrio. Motion carried.
RESOLUTION: Right-of-Way for Latest USDA Project-Bridget Swanke
Motion by Scott R. Vele to approve resolution 035-08, which is a resolution regarding a right-a-way for the USDA Project, now therefore be it resolved that Stockbridge-Munsee Tribal Council hereby provides that the Tribe shall have such authorization and right-of-way to use tribal property described in the Project maps and plans as is necessary to construct, operate and maintain the Project and that water distribution system in the Housing Area, for President’s signature. Seconded by Terrie K. Terrio. Motion carried.

BUDGET MODIFICATIONS & ADDITIONAL FUNDING REQUESTS-Linda K.
Fire Department-
Motion by Scott R. Vele to approve the Director of Administration request to modify the FEMA-Hazard Mitigation Planning Grant by decreasing Contractual and increasing the following line-items Wage, Fringe, Travel, Mileage, Supplies and IDC. Seconded by Shannon Holsey. Motion carried.
Health Center-Delwar Mian
Motion by Scott R. Vele to go along with the Health Center’s request to modify the 205 BIA ICW budget by decreasing Salaries and Federal/Title IV Training line items and increasing Contracts, Vehicle Lease, Supplies, Training and Federal/Title IV Client Services, also to modify the 560 Others Program 55415 budget by decreasing Salaries and increasing Supplies, and also to modify the 540 State Grants by decreasing Training, Mileage, Supplies and Travel and increasing Salaries, Fringe and Telephone and also to modify the 540-MEOG by decreasing Salaries and increasing supplies, as present by Delwar, my man from the Health and Wellness Center. Seconded by Shannon Holsey. Motion carried.
Pine Hills-Lloyd Young
Motion by Terrie K. Terrio to deny the request for the budget modification increasing the cart rentals and increasing equipment costs. Seconded by Shannon Holsey. Motion carried.
Law Enforcement-
Motion by Scott R. Vele to go along with the request of the Director of Administration to modify the Law Enforcement budget by increasing Supplies, Training, Phone, Vehicle Maintenance, Vehicle Lease and IDC, which is additional funding, received for the BIA.
Seconded by Shannon Holsey. Motion carried.
Pine Hills-Lloyd Young
Motion by Terrie K. Terrio to approve the modification for Pine Hills, they are also requesting to modify their budget which includes decreasing Training, Travel, Ground Maintenance, Advertisement, Vehicle Maintenance and Supplies and increasing, putting it all in Utilities. Seconded by Shannon Holsey. Motion carried.
EMS-
No action taken at this time, by consensus this item tabled and brought back at a later date.
REVISED MEDICAL TRANSPORTATION POLICY-Gregg Duffek
Motion by Scott R. Vele to go along with the Director of Economic Supports recommendation to accept the revised Stockbridge Munsee Community Medical Transportation Department Policies and to incorporate the change on page three, Customers who do not call us to cancel and those who are not home when we arrive for 3 transports will be placed on our NO TRANSPORT list for 3 months, so change it from one month to three months. Seconded by Terrie K. Terrio. Motion carried.
FORESTRY MEETING MINUTES-Beau Miller
Motion by Scott R. Vele to accept the Forestry Committee’s recommendation to approve Allen "Tinner" Miller’s lot clearing request. Seconded by Terrie K. Terrio. Motion carried.
RESOLUTION: Education, Training and Related Services-Jolene Bowman
Motion by Scott R. Vele to approve resolution number 036-08, which is the Education, Training and Related Services Grant for President’s signature, therefore be it resolved that the Stockbridge-Munsee Community intends to integrate Education, Training and related programs as authorized by the Indian Employment, Training and Related Services Demonstration Act of 1992, Public Law 102-477. Seconded by Terrie K. Terrio. Motion carried.
HOME LOAN PROPOSAL-Terrie K. Terrio
By consensus the Treasurer will set up a meeting to discuss the proposal further.
TRIBAL COUNCIL BUDGET MODIFICATION-Terrie K. Terrio
Motion by Scott R. Vele to approve Tribal Council’s Department budget modification number one as outlined in the Tribal Treasurer’s presentation. Seconded by Shannon Holsey. Motion carried.
PROCEEDS OF LABOR RESOLUTION-Terrie K. Terrio
Motion by Scott R. Vele to amend the dollar amount for the proceeds of labor resolution number 033-08. Seconded by Shannon Holsey. Motion carried.
EXECUTIVE SESSION-
Motion by Scott R. Vele to go into Executive Session. Seconded by Terrie K. Terrio. Motion carried at 6:29 PM.
Motion by Scott R. Vele to come out of Executive Session. Seconded by Shannon Holsey. Motion carried at 7:00 PM.
While in Executive Session discussion was held on physician contract, a web services contract, a casino contract issue, a home bid and issue and an update on the ACE Building.
Motion by Scott R. Vele to offer the physician’s services agreement as discussed and outlined in Executive Session as presented by the Assistant Health and Wellness Center Director. Seconded by Terrie K. Terrio. Motion carried.
Motion by Scott R. Vele to have Taylor Woodstone run the conduit for the RV Park cables line for the feeder which needs to be replaced. Seconded by Terrie K. Terrio. Motion carried.
Motion by Scott R. Vele to afford MIS the opportunity to extend the web contract for sixty-days as outlined in Executive Session and to have MIS prepare an RFP for service for the Tribal Website. Seconded by Terrie K. Terrio. Motion carried.
Motion by Scott to repost the old Pulver home site as previously listed. Seconded by Terrie K. Terrio. Motion carried.
OPEN AGENDA-
Carolyn Miller-
She had asked a few months back about a plan for the Bowler Bank building and stressed that before the Tribe buys property they should have a plan. She also wanted to know if there was any news on the escrow accounts.
Steve Smolich-
Was wondering what the situation was in New York for us with the Government putting land into trust for the New York Oneidas and also what the per capita was looking like for this year.
