On Friday, October 26, 2007, the Stockbridge-Munsee Tribal Council held a Special Tribal Council Meeting and at that time the following motions were made and carried:
APPROVAL OF AGENDA-
Add:
Temporary Employee Parking Lot and an Audit Report to Executive Session.Motion by Scott R. Vele to approve the Special tribal Council meeting agenda as revised and presented. Seconded by Sterling Schreiber. Motion carried.
APPOINTMENT OF TRIBAL COUNCIL SECRETARY-
Motion by Scott R. Vele to appoint Jerilyn Johnson as the Tribal Council Secretary as requested by the Tribal President Robert "Bob" Chicks. Seconded by Shannon Holsey. Motion carried.
RESOLUTION: Signatory Powers-
Motion by Scott R. Vele to adopt resolution number 03-08, which is a resolution for signatory powers; therefore be it resolved that effective immediately until further notice the following three persons signatory powers for the disbursement of funds for the Stockbridge-Munsee Tribe; Tribal President Robert Chicks, Vice President Gregory L. Miller and Tribal Treasurer Terrie K. Terrio, for President’s signature. Seconded by Shannon Holsey. Motion carried.
RESOLUTION: NCAI-
Motion by Scott R. Vele to adopt for President’s signature, resolution number 04-08, now therefore be it resolved that the Stockbridge-Munsee Community/Tribe, which is the official governing body of the name Stockbridge-Munsee Community hereby authorizes Robert Chicks, who is the official principal tribal official to take the necessary action to place the Stockbridge-Munsee Community in membership in NCAI, and be it finally resolved, that pursuant to Article V., Section 2 of the NCAI Constitution, the Stockbridge-Munsee Community designates the following named persons in Good Standing in NCAI in order to fulfill their responsibilities as office delegates to the National Congress of American Indians 64th Annual Session to be held in Denver, Colorado, November 11-16, 2007, Robert Chicks, President, Gregory L. Miller, Vice President, Terrie K. Terrio, Treasurer, Scott R. Vele, Sterling Schreiber, Shannon Holsey and Jolene Bowman, Council Members. Seconded by Terrie K. Terrio. Motion carried.
TRIBAL CHILDCARE PROGRAM-
Discussion was held on the program, who qualifies for the program and whether or not the low income families are being taken care of. The Tribal Council would like to see a spreadsheet showing were each family falls into the eligibility chart (i.e. 200% over or 150% . . . etc) so a determination can be made on eligibility.
Motion by Terrie K. Terrio to provide monies out of Tribal Government for the Tribal Childcare Program and that this will come back at the November 6th, with all the questions that Council had if there is going to be any changes to the qualifications of the program, it may come out of the meeting depending on the information. Seconded by Gregory L. Miller. Motion carried.
EXECUTIVE SESSION-
Motion by Gregory L. Miller to go into Executive Session. Seconded by Sterling Schreiber. Motion carried at 10:57 AM.
Motion by Scott R. Vele to go back into Regular Session. Seconded by Terrie K. Terrio. Motion carried at 12:37 PM.
While in Executive Session discussion was held on a land issue with a Tribal Member, an audit report and an issue surrounding the off-site employee parking lot.
Motion by Scott R. Vele to authorize the President to authorize the black topping of the expanded new casino overflow parking project. Seconded by Sterling Schreiber. Motion carried.
Motion by Gregory L. Miller on Tuesday, September 28, 2007, in the motion that allocated 4 million to long term investments and 4 million to short term investments is hereby amended to allocate 2 million into long term and 3 million into short term.
Seconded by Terrie K. Terrio.
Motion maker amends motion to state: based on an error in information provided to the Council on September 28. Second concurs.
Roll Call: Terrie yes, Sterling yes, Greg yes, Shan yes and Scott no. Motion carried.
