Motion by Terrie K. Terrio to approve the Special Tribal Council Meeting minutes of Friday, May 4^th, 2007. Seconded by Scott R. Vele. (Adding Scott’s name) Motion carried.

Motion by Scott R. Vele to approve the Tribal Financials for the six months ending March 31, 2007, as posted and presented. Seconded by Wallace A. Miller. Motion carried.

Motion by Scott R. Vele to post the monthly income statements for the seven months ending April 30, 2007, for comment for 30-days. Seconded by Wallace A. Miller. Motion carried.

Motion by Scott R. Vele to take money out of donations for the six youth from the Lutheran Church of the Wilderness for the Youth to Youth Project. Seconded by Shannon Holsey. Motion carried.

Motion by Scott R. Vele to donate the money for the Milwaukee Indian Summer Fest as requested by the Director of Indian Summer Fest JoAnn Schedler and then Public Relations from the Stockbridge-Munsee Tribe and Casino Marketing work to ensure a positive endeavor. Seconded Terrie K. Terrio.

Motion carried. Sterling voted no due to the casino already giving money.

Motion by Scott R. Vele to authorize Dorothy Davids to use the request Stockbridge-Munsee Tribal property that was presented and created by the Stockbridge-Munsee Staff and her and is the property of the Stockbridge-Munsee Tribe.

Seconded by Jolene Bowman. Motion carried.

No action taken at this time, it will be added to Thursday’s Special Meeting agenda to allow time for the Forestry Committee to review and act on the request.

Motion by Terrie K. Terrio to accept the Tribal Administrator’s monthly report for April 2007. Seconded by Wallace A. Miller. Motion carried.

Motion by Scott R. Vele to approve resolution number 033-07, whereas the Tribal Council adopted the Land Use Code on May 23, 2002, and amended the Code on May 19, 2004 and April 5, 2005; and, whereas the Tribal Council desires to again amend the Land use Code by strengthening the enforcement section and better define terms including permit appeal process, the assisted family member clause, the jurisdictional clause, now therefore be it resolved that the Stockbridge-Munsee Tribal Council hereby adopts the following changes to Chapter 43, the Land Use Code by amending section §43.4; §43.5 (Accessory Use, Camping, Days, Junkyard, Land Use Review Board, Reservation, Uniform Dwelling Code); §43.7(A)(6)(a); §43.7(A)(6)(b); §43.7(A)(6)(d); §43.7(A)(6)(e); §43.7(D)(1)(g); §43.7(F); §43.8(3); §43.8(4); §43.10; §43.13(E); §43.15; §§43.16(A)(3)(b-e); §§43.16(B)(2-3); §§43.16(C)(1-2); §43.17(E); §43.18(A)(2)(b); §§43.18(C)(1-3); §43.19(A); §§43.19(C-D); §§43.20(A)(1-4); 43.20(B)(1); §43.21(A); §43.21(D); and creating §43.6; §43.7(A)(5)(f); §§43.7(B)(3)(g-k); §§43.7(C)(3)(0), (s-v); §43.7(3)(d); §§43.7(J)(3)(f-h); §43.8(6); §43.13(E); §43.18(A)(2)(c); §43.18(A)(3); §43.21(E) and to change and eliminate under the current revisions, under page 8, to change the language in D, to the similar language in A, where it is strongly recommended that tie downs be used and to eliminate number 8 entirely, no mobile homes are permitted on Tribal Fee Lands and to have the secretary please read in and revise those uniform dwelling code sections for the President’s signature. Motion by Scott R. Vele to go along with the revisions to Policy Title Contract Health Eligibility and to incorporate under section three, one, A, to add B under there and it should read as follows; and all suspected cases of fraud shall be immediately reported to the health and wellness center director. Seconded by Shannon Holsey.

Motion by Scott R. Vele to approve the procedure to implement section C of resolution 028-07 and to eliminate under one, anyone and to incorporate Tribal Member as suggested by the Tribal Attorney Douglas Huck. Seconded by Wallace A. Miller.

Motion by Scott R. Vele to authorize the Stockbridge-Munsee Constitution Committee to create a RFP for a consultant and to bring it back before the Tribal Council for their request for funding. Seconded by Sterling Schreiber.

Is requesting to lease land for farm use.

Motion by Terrie K. Terrio to grant the request for lease to John Williams for three years for two years of alfalfa, one year of corn, which makes up the three years for part of the E1/2, NE ¼, sec. 23 T 28N R14E, in the Town of Red Springs. Seconded by Jolene Bowman.

Would like to comment on the wonderful job that Carmen Cornelius is doing at the Admin building and would like everyone to stop down and see.

Motion by Scott R. Vele to approve resolution number 034-07 for the President’s signature, therefore be it resolved that the Stockbridge-Munsee Tribal Council hereby clarifying Section III, Tribal Gaming Waiver Conditions and Limitations of the Tribal Gaming Waiver Policy, in reference to individuals on probation/parole to include outstanding warrants, and remove the phrase "for barring offense"; now therefore be it resolved that the Stockbridge-Munsee Tribal Council hereby approves the amendments to the Tribal Gaming Waiver Policy, attached hereto and incorporated herein for the President’s signature. Seconded by Terrie K. Terrio. Motion carried.

Motion by Scott R. Vele to approve resolution number 038-07 for President signature, which is to approve the gaming waiver for 07.5W for one barring offense as recommended by the Gaming Commission and reviewed by the Tribal Council. Seconded by Sterling Schreiber. Motion carried.

Motion by Scott R. Vele to approve the enrollment of Akasha Welch as recommended and reviewed by the Stockbridge-Munsee Membership Committee. Seconded by Terrie K. Terrio. Motion carried.

Motion by Scott R. Vele to approve the enrollment as reviewed and recommended by the Enrollment Committee for Angel Lou Welch. Seconded by Terrie K. Terrio. Motion carried.

Motion by Jolene Bowman to authorize the Tribal Treasurer to take $66.13 out of Per Capita per special request for file number JM007. Seconded by Wallace A. Miller.
