On Tuesday, January 2, 2007, the Stockbridge-Munsee Tribal Council held a Regular Tribal Council Meeting and at that time the following motions were made and carried:
APPROVAL OF AGENDA-
Strike
: S/M Health and Wellness Center Policy Revisions, Gaming Commission Policy Revision, the Executive Director’s Monthly Report and the Tribal Administrator’s Monthly ReportAdd: Swearing in of Tribal Deputies as the first item.
Motion by Scott R. Vele to approve the revised Regular Tribal Council Meeting agenda for Tuesday, January 2, 2007. Seconded by Terrie K. Terrio. Motion carried.
SWEARING IN OF TRIBAL DEPUTIES-Michael Vreeke & Jesse Barkow
Officers Barkow and Vreeke were sworn in by President Chicks and welcomed to the community by the Tribal Council and the audience.
MINOR’S TRUST FUND-Dan Stafford/Ben Butler
No action taken at this time, Virchow Krause went over the things that would and could be done to improve the minor trust accounts as well as comply with the IRS. The Tribal Council had the opportunity to discuss questions and concerns and asked that Virchow Krause please forward the proper paper work to the President’s Office for legal review.
HOUSING WATER TOWER SYSTEM DIRECTION-Randy Young/Dudley Welch
No action taken at this time, the Housing Director explained the options to the Tribal Council. The Council would like to speak with the architect to see if there will be a disruption when construction starts. A conference call with the President, Housing Director and architect will be held tomorrow. Discussion was also held on the water situation in housing and what is being done or what is going to be done to remedy the situation. A meeting will be set up in two weeks to discuss the options, the Housing is waiting for new numbers from I.H.S. before presenting the options.
HEAD START BUDGET REVISION-Jolene Bowman
Motion by Scott R. Vele to approve the request of the Director of Education and Cultural Affairs to allocate monies in Tribal Contribution from Tribal Government to the Stockbridge-Munsee Head Start Budget to cover the Tribal Indirect Cost portion of the Tribal Head Start Program. Seconded by Shannon Holsey.
Roll Call: Terrie yes, Jolene abstains, Sterling yes, Shan yes and Scott yes.
Motion carried.
RESOLUTION: BIA SELF DETERMINATION CONTRACTS-Jolene Bowman
Motion by Terrie K. Terrio to approve resolution number 023-07, Therefore Be It Resolved that Stockbridge-Munsee Tribe requests that the Bureau of Indian Affairs reprogram FY 07 TPA funds from Scholarships, Adult Education, Johnson O’Malley, Other Education, Other Aid to Tribal Government, Indian Child Welfare, and Forestry to Consolidated Tribal Government Program. Seconded by Shannon Holsey.
Roll Call: Terrie yes, Jolene abstains, Sterling yes, Shan yes and Scott abstains.
Motion carried.
EXECUTIVE SESSION-
Motion by Scott R. Vele to go into Executive Session. Seconded by Sterling Schreiber. Motion carried at 6:16 PM.
Motion by Scott R. Vele to go back into Regular Session. Seconded by Jolene Bowman. Motion carried at 7:03 PM.
While in Executive Session discussion was held on a couple of gaming waivers, a land purchase issue, an RFP for a contractor and some information on proposed land purchase.
OPEN AGENDA
Carolyn Miller-
Wondering if the Tribal Council would consider approving a divisional insert that would require the health center to follow the tribal businesses holiday schedule and at a later date work on it some more. Also wondering when Home Improvement Loans are going to be up and going, this is something that should be made available to the people.
Joe Miller-
It was mentioned that we will be breaking ground in the Spring, wondering if the timeframes have been established? His request would be: once the plans are finalized and the numbers are finalized, would the Council authorize a big spread in the Mohican News to let the people know what is going on with the project? Also wondering if any consideration has been given to reformatting the employee handbook to once again include the Employee Mediation Panel and whether or not the employees would be given a chance to review and comment on the new draft of the handbook.
Carolyn Miller-
About a month ago she sent a letter to the President, she was just wondering where the letter was and if she was going to get a response to her letter.
Vicki Doxtator-
In an edition of the Mohican News there was an article on the Tribal Court. She was what steps a person needs to take or where they need to go to get the information necessary to know whether or not a case should be filed with the Court, with out an advocate. There are advocates but some are not practicing anymore or don’t have time to take cases. The Court will be notified that an updated list of advocates and contact information should be published in the Mohican News.
Motion by Scott R. Vele to adopt resolution number 024-07, which is a gaming waiver for applicant number 06.5-W for seven barring offenses as recommended by the Gaming Commission. Seconded by Shannon Holsey.

Motion by Terrie K. Terrio to approve closing fees for a property that we purchased out of land acquisition. Seconded by Scott R. Vele. Motion carried.
Motion by Scott R. Vele to make an offer on a land purchase as discussed in Executive Session, the President will assign all arrangements. Seconded by Terrie K. Terrio. Motion carried.
Motion by Sterling Schreiber to go along with the recommendation of the Gaming Commission to deny the waiver request for applicant number 06.2-W. Seconded by Shannon Holsey.
Roll Call: Terrie yes, Jolene yes, Sterling yes, Shan yes and Scott opposed. Motion carried.
